Ordinance 2016:04

WHEREAS, the Borough of Stratford ("Borough") contains structures which are vacant in whole or large pai1; and

WHEREAS, in many cases, the owners or responsible parties of these structures are neglectful of them, and not maintaining or seeming them to an adequate standard, or restoring them to productive use; and

WHEREAS, it has been established that vacant and abandoned structures cause severe harm to the health, safety, and general welfare of the community, including diminution of neighboring propet'ty values, increased risk of fire and potential increases in criminal activity and public health risks; and

WHEREAS, the Borough incurs disproportionate costs in order to deal with the problems of vacant and abandoned structures, including but not limited to, excessive police calls, fire calls, and property inspections; and

WHEREAS, it is in the public interest for the Borough to establish minimmn standards of accountability on the owners or other responsible parties of vacant and abandoned strnctures in order lo protect the health, safety and general welfare of the residents of the Borough.

Ordinance 2017:07 Registration of Defaulted Mortgage Property

WHEREAS, the Stratford Borough Council desires to protect the public health, safety and welfare of the citizens of the Borough of Stratford and maintain a high quality oflife for the citizens of the Stratford through the maintenance of structures and properties in the Borough of Stratford; and

WHEREAS, prope1ties that are neglected and have unsecured, accessible structures have a negative impact on community value, create conditions that invite criminal activity, and foster an unsafe and unhealthy environment for children; and

WHEREAS, the present mortgage foreclosure crisis has serious negative implications for all communities trying to manage the consequences of prope1ties that have defaulted mortgages, are in the foreclosure process, foreclosed upon and/or mortgagee owned; and
